Embraer and Mahindra Group are advancing joint industrialization plans to establish a local manufacturing base for the C-390 Millennium multi-mission military transport aircraft in support of the Indian Air Force Medium Transport Aircraft procurement program. The initiative focuses on deploying a defense aerospace manufacturing and assembly ecosystem to fulfill military logistics, humanitarian transport, and tactical airlift requirements in India.
Industrial Strategy and Operational Scope
The partnership addresses domestic manufacturing mandates and complex lifecycle support requirements for national defense procurement. Developing an indigenous assembly infrastructure requires combining international original equipment manufacturer design processes with established domestic industrial capacity.
Under the bilateral framework, Embraer provides aeronautical engineering, aircraft design architecture, and original equipment manufacturing protocols. Mahindra Group manages local industrial coordination, supply chain development, and facility operations. The collaboration aims to mitigate technical integration risks and establish regional sustainment infrastructure for tactical airlift operations.
Technical Architecture and Production Division
The core platform involved is the C-390 Millennium, a multi-mission tactical transport aircraft configured for cargo and troop transport, medical evacuation, airdrop logistics, aerial firefighting, and search and rescue missions. The platform operates from unpaved or temporary airfields and delivers a maximum payload capacity of 26 tonnes.
Production responsibilities designate the planned facility for final assembly line operations, system integration, and manufacturing quality control. Embraer oversees aerospace engineering verification, flight systems integration, and structural validation against international defense standards. Mahindra Group leads the establishment of the domestic supplier ecosystem, component localization, and preliminary tooling infrastructure. The technical scope also includes developing localized maintenance, repair, and overhaul processes to support continuous fleet readiness.
Site Allocation and Industrial Implementation
The companies, in coordination with the Government of Maharashtra, have identified Nagpur as the site for the final assembly facility. Nagpur provides direct geographic and logistic access for aerospace supply chain operations across India.
Implementation depends on procurement selection and contract award under the Indian Air Force Medium Transport Aircraft program. Upon authorization, the production plan involves progressive phases: industrial site preparation, transfer of assembly jigs and system test benches, and qualification of domestic component suppliers. Initial operations will focus on structural assembly and avionics integration, subsequently scaling into full-rate domestic assembly, aftermarket services, flight-crew training support, and structural airframe maintenance.
Bosco da Costa Junior, President & CEO Embraer Defense & Security said, “Embraer is pleased to deepen its partnership with Mahindra as we advance our preparations to bring the C-390 Millennium’s industrial capabilities to India. Identifying Nagpur as a potential location for an assembly facility is an important step in building a robust, long-term aerospace ecosystem in the country. We value the support of the Government of Maharashtra and look forward to working closely with our partners to strengthen India’s indigenous aerospace and defence capabilities, subject to the C-390 Millennium being selected for the Indian Air Force programme.”
Vinod Sahay, Member of the Group Executive Board, Mahindra Group said, “Mahindra is committed to building a globally competitive aerospace ecosystem in India and to creating meaningful manufacturing and technology capabilities that contribute to the country’s Atmanirbhar Bharat ambitions. As we work with Embraer on the C-390 Millennium, we are preparing the industrial ecosystem required to support the programme at scale. Nagpur offers a compelling opportunity for such a capability, and we are very grateful to the Government of Maharashtra on expeditiously allotting the land in Nagpur and helping with the related requirements. These preparations are, of course, subject to the selection of the C-390 Millennium by the Government of India and the placement of the IAF order.”
